Dr. Balderama is a Water Resource Engineer by profession, academic scientist, project development specialist, administrator, and consultant in the fields of agriculture and irrigation engineering/ management, integrated water resources management, river basin, and climate change and disaster risk management. He is presently a Full Professor, and University Research Director of the Isabela State University at Echague, Isabela.  He wrote more than 100 publications in scientific journals, books and conference proceedings and was a recipient of international, national and regional related to his professional works.
