The report presents a practical framework for translating the eight principles of Locally Led Adaptation into actionable processes that communities can use to plan, implement, monitor, and communicate adaptation efforts. Drawing on lessons from Model Case Sites in Fiji, Nepal, and Vietnam, the blueprint is structured around six core elements: understanding local climate risks and vulnerabilities; profiling Indigenous, Traditional and Local Knowledge (ITLK), modern, and hybrid responses; prioritising adaptation and resilience solutions; mapping resources and implementation capacities; ensuring meaningful participation and institutionalisation; and establishing locally appropriate monitoring, evaluation, and learning systems. The framework is designed to strengthen local decision-making, reduce dependence on external actors, improve communication across governance levels, and support the emergence of self-sustaining LLA Innovation Hubs. It also highlights policy mainstreaming, sustainable finance, and regional collaboration as critical pathways for scaling locally led adaptation.
