Анализируются методы регулирования лесопользования и охраны лесной среды в условиях эко-логических ограничений с позиции их соответствия критериямустойчивого управление лесами и ле-сопользованием. Показана их неэффективность в решении задач стимулирования рационального ис-пользования лесных ресурсов, достижения желаемого качества лесной среды, минимизации затрат на охрану лесов. Предлагается совершенствование механизма регулирования лесопользования на ос-нове оценки лесного капитала.
The article analyzes the methods of regulating forest management and protection of the forest envi-ronment underenvironmental constraints in terms of their compliance with the criteria of sustainable forest management. It showstheir ineffectiveness in addressing the challenges of promoting the rational use of for-est resources, to achieve the desired quality of the forest environment, minimizing the cost of forest protec-tion. To resolve these problems, a mechanism for improving forest management based on the evaluation of forest capitalhas been proposed.
