Mr. Haisa is a professional engineer who specialises in scientific matters related to the effects of climate change and the development of related policies. He joined the Ministry of the Environment in 2002 as a technical officer concerning nature conservation. In his early career, being posted to two National Parks, he covered ecosystem restoration projects and other park management for 4 years. He handled issues related to UNESCO’s World Heritage, including the successful nomination of the Ogasawara Islands and the protection of endangered species. From 2012 to 2016, he was dispatched to the Japanese Embassy in Nairobi as Deputy Permanent Representative to UNEP, covering also bilateral issues in the water and environment in Kenya. He also served for the Kagoshima Prefectural Government as Director of the Nature Protection Division. The recent consecutive posts included domestic policy development of Nature Positive at the headquarters and its regional application as Deputy Regional Director of the Tohoku office.
