Ryuji Tomisaka

Secretariat Director, Asia-Pacific Network for Global Change Research

Mr Ryuji Tomisaka is currently serving as the Secretariat Director of the Asia-Pacific Network for Global Change Research, and the Head of the Development and Institutional Affairs Division. He is currently based in the APN Secretariat in Kobe, Japan, and is leading the operational management and the work of APN. He has held the position since October 2022, having been seconded from the Government of Japan’s Ministry of the Environment.

Prior to this appointment, Mr Tomisaka served as the Acting Director General of the Planning Division, in the National Institute of Environmental Studies (NIES) of Japan. He has worked internationally for the Japan International Cooperation Agency (JICA) as an Expert Environmental Specialist and based in Vietnam’s Ministry of Natural Resources and the Environment, with an expertise in water environmental policy, waste management, and environmental policy making. At a national-level, he has held positions situated in the Ministry of the Environment, the Nuclear Regulation Authority, the Japan Environmental Storage and Safety Corporation, and the Kinki Regional Policy Bureau.

Mr Tomisaka graduated from Osaka University in 1993, with a Bachelor’s degree in Engineering.
