Dr. Sothea Khem has over 20 years of working experience with the International Organizations including the Japanese ODA projects; the USAID supported programs, the Mekong River Commission (MRC) and recently is working with the Regional Flood-Drought management Center of the MRC bases in Phnom Penh, Cambodia. He is a holder of PhD degree since 2007 in Water Resource and Environmental Engineering from the Tokyo University of Agriculture and Technology, Japan.
