Ryuji Tomisaka

Secretariat Director, Asia-Pacific Network for Global Change Research

From October 2022 to March 2024, Mr Ryuji Tomisaka served as the Secretariat Director of the Asia-Pacific Network for Global Change Research, and the Head of the Development and Institutional Affairs Division. He was based in the APN Secretariat in Kobe, Japan, and lead the operational management and the work of APN.

Prior to this appointment, Mr Tomisaka was seconded from the Government of Japan’s Ministry of the Environment and served as the Acting Director General of the Planning Division, in the National Institute of Environmental Studies (NIES) of Japan. He has worked internationally for the Japan International Cooperation Agency (JICA) as an Expert Environmental Specialist and based in Vietnam’s Ministry of Natural Resources and the Environment, with an expertise in water environmental policy, waste management, and environmental policy making. At a national-level, he has held positions situated in the Ministry of the Environment, the Nuclear Regulation Authority, the Japan Environmental Storage and Safety Corporation, and the Kinki Regional Policy Bureau.

Mr Tomisaka graduated from Osaka University in 1993, with a Bachelor’s degree in Engineering.
