Hon. Raphaelle Veronica Ortega-David currently serves as the Governor of La Union, holding the distinction of being the youngest and first female governor in the province. Prior to pursuing her political career, Governor Rafy was a licensed commercial pilot. Transitioning into public service, she dedicated her time to serving as a volunteer lifeguard and emergency technician at the La Union Provincial Disaster Risk Reduction Management Office (PDRRMO). La Union stands out as one of the few provinces in the country that adopts the “Performance Governance System (PGS),” a performance management and measurement tool originated at the Harvard Business School.
