Muhammad Arif Goheer

Executive Director, Global Change Impact Studies Centre

Muhammad Arif Goheer is the Executive Director of the Global Climate Change Impact Studies Centre (GCISC) in Islamabad, Pakistan’s premier research institution on climate change, serving as the scientific arm of the Ministry of Climate Change and Environmental Coordination. An internationally recognized expert in climate change, agriculture, and water and food security, he specializes in sectoral climate impact assessments, the development of adaptation and mitigation strategies, greenhouse gas inventory compilation, carbon market mechanisms, and the advancement of Monitoring, Reporting, and Verification (MRV) and Enhanced Transparency Framework (ETF) systems. He plays a pivotal role in climate communication, bridging the gap between science and policy.

Goheer has made significant contributions to major national and global climate documents, including National Communications, Biennial Update Reports (BURs), Nationally Determined Contributions (NDCs), Forest Reference Emission Levels (FRELs), and National Adaptation Plans (NAPs). With over 100 publications, he is affiliated with leading global institutions such as the International Institute for Applied Systems Analysis (IIASA) and the Australian National University. He has also served as a member of the World Meteorological Organization’s (WMO) Expert Team on Agricultural Meteorology.

As a climate negotiator, Goheer has played a key role in shaping global policy. He has served as Chair of the UNFCCC’s Consultative Group of Experts (CGE) and as a member of the Technology Executive Committee (TEC), APN’s Scientific Planning Group, the Editorial Board of the IPCC Emission Factor Database (EFDB), and UNESCAP’s Technical Expert Group. He is also an IPCC Lead Author in the 7th Assessment Cycle and a strong advocate for evidence-based climate policymaking at the global level.
