Dr Md. Billal Hossain is a career civil servant and started his journey in 1988 after qualifying for the Bangladesh Civil Service (BCS) examination. In his journey, he has worked in different positions in different parts of the country. Notable positions were UNO, the chief executive officer in three different sub-districts (Upazila) of Bangladesh. He has also served in his country’s Parliament Secretariat, Ministry of Power, Energy and Mineral Resources, Ministry of Shipping, Ministry of ICT, and ICT Division.
He has considerable experience in the field of environment. He has served as Deputy Director and Director in the Department of Environment for more than 06 years. He also worked on a World Bank-funded project as an Environmental Specialist. He later joined the Ministry of Environment, Forests and Climate Change as Additional Secretary and still holds the position. Mr Billal has been working as a focal point of APN since 2018. He is also the focal point of some more international forum like the focal point of IUCN and the United Nations Forest Forum (UNFF).
He holds a bachelor’s and master’s degree from the Department of Soil Science, University of Dhaka. He received his Professional Masters degree in Earth Resources and Environmental Geosciences at ITC University of Twente the Netherlands. He holds a PhD in geography and environment from Jahangirnagar University, Dhaka.
He has two publications. One publication was published in 2019 in the “Asian Journal of Environment and Ecology” and another publication was published in the “American Journal of Environmental Sciences” in 2020.
