Mr Toshiyuki Yamasaki joined APN as the Director of the Secretariat on 1 August 2025.

Mr Yamasaki is a dedicated environmental expert with nearly 25 years of experience in environmental policy, management and international cooperation. His career began at the Ministry of the Environment, Japan (MOEJ), where he played a central role in advancing national air and water management and waste management strategies. Most recently, he has devoted himself to international cooperation in environmental fields, through experiences as Environmental Policy Advisor to the Ministry of Natural Resources and Environment, Vietnam (2016-2019), Director of International Cooperation in Air and Water quality management, MOEJ (2020–2022), and Senior Environmental Specialist at the Global Environment Facility (2022–2025). He holds a Bachelor’s and Master’s degree in Earth Resource Engineering from Kyoto University, and a Master’s degree in Environmental Science and Management from the University of California, Santa Barbara.
