The structure of the APN is built around a joint annual meeting of policy makers (IGM) and scientists (SPG). The IGM is the main decision-making body of the APN and approves the APN’s programmes of work and budget for the next year, including the research programmes and related activities to be funded, based largely on recommendations from the SPG. The Steering Committee and the APN Secretariat support the IGM and SPG. The APN funds its research programmes based on an annual open call for proposals under its regional research and capacity development programmes (ARCP and CAPaBLE).
The IGM is the APN’s general policy- and decision-making body and it approves the operational arrangements and activities for the year. Each member country appoints a government official to act as a national Focal Point (nFP) who attends the annual IGM. nFPs also interact with the SPG member of their respective country, the Secretariat, and the national and global change communities.
The SC acts on behalf of the IGM during the period between IGMs, implementing IGM decisions, with assistance from the Secretariat. The Committee facilitates administrative and management arrangements necessary to implement the programme of activities of the APN including thorough consideration of the APN budget.
The SPG members recommend a scientific programme including proposals for priority of funding and allocation of current available funding for consideration by the IGM; works with the SC and the Secretariat in arranging scientific programme activities; and interacts on the APN’s behalf with other international research programmes on global change. SPG members also interact with the nFP of their respective country, the Secretariat, and the national and global change communities.
The SPG Sub-Committee (SPG-SC) oversees the implementation and development of the APN scientific activities, particularly the Calls for Proposals. The Committee reviews and prioritises, with the cooperation of the Secretariat, ARCP proposals received for APN funding, for consideration by the SPG.
Capacity Development Committee (CDC)
The Capacity Development Committee (CDC) oversees the processes related to the operation of the CAPaBLE Programme and the development of strategies for its advancement. The Committee reviews and prioritises, with the cooperation of the Secretariat, CAPaBLE proposals received for APN funding, for consideration by the SPG.
Sub-Regional Committee (SRCs)
SRCs are composed of nFPs and SPG members within individual sub-regions. SRCs serve as a platform for discussing common sub-regional needs, assuring effective implementation of activities at the sub-regional level, working with different APN organs and interacting with scientists and policymakers at the sub-regional level. Currently, APN has established three SRCs, for South Asia, Southeast Asia, and Temperate East Asia, respectively.
The Secretariat is the principal administrative organ of the APN. It performs the daily operations of the APN and, in particular, assists the IGM, the SC, the SPG, the CDC and the SPG-SC in implementing the APN’s strategic plan and operational plans; programme; budget; and other activities, as appropriate.
